Objectives
The Employment Act 1955 is a fundamental law which provides minimum terms & conditions of employment for employees in the private sector. In 2022 the Act was amended and took effect on 1. 1. 2023 in the Peninsular Malaysia and Labuan. For the state of Sabah Sarawak the corresponding legislation are the Labour Ordinance (Sarawak Cap 76) and Labour Ordinance (Sabah Cap 67) which are also in the pipeline for amendment. This course will cover all the major changes that have taken place under the Act and map its understanding in the context of the two Ordinances in the state of Sabah and Sarawak.
 
Upon completion of this Programme the participants will be able to:-
(i) understand key differences between Employment Act 1955 and Labour Ordinances in Sabah and Sarawak
(ii)understand the key changes to the Employment Act and map its understanding with the Labour Ordinance in Sabah and Sarawak
(iii) comprehend the correct interpretation of the new provisions in the Employment Act 1955 and the proposed amendment to the Labour Ordinance in Sabah and Sarawak

Trainer
DR DZULZALANI EDEN is a Senior Consultant Industrial Relations with more than 30 years experience in the field of labour and industrial relations. Prior to joining the Malaysian Employers Federation, he began his career in 1990 with the Ministry of Human Resources, where he had held various positions namely as Labour Inspector, Senior Labour Officer cum Industrial Relations Officer and Senior Assistant Director of Labour at the Department of Labour Sarawak as well as at the Ministry’s Putrajaya office. The main duties carried out in these roles include enforcement of labour laws through workplace inspection, conciliation and arbitration of labour complaints and dismissal cases, advisory roles, other labour matters and consultations with the public.
 
In 2014 he joined Universiti Malaysia Sarawak (UNIMAS) and pursued a role as a Senior Lecturer of Industrial Relations and Labour Studies at the Faculty of Social Sciences and Humanities teaching labour and industrial relations laws, negotiation and trade unions. He has also taught industrial relations and labour laws at Univeristi Malaysia Sabah. A strong educational professional having a doctorate in industrial relations and human resource management from Victoria University, Melbourne, he is also a certified trainer with the Human
Resources Development Corporation (HRDC), Ministry of Human Resources.
 
DATO’HJ JALALDIN HUSSAIN Senior Consultant Industrial Relations Prior to joining Malaysian Employers Federation in June 2021 as the Senior Consultant Industrial Relations, Dato’ Hj Jalaldin Hussain was the Chairman of Industrial Court in Kuala Lumpur (Task Force) with effect from 14 March 2018. Upon reading law with the University of Malaya in 1982 he joined the Anti Corruption Agency as Deputy Public Prosecutor (DPP). In June 1983, Dato’ Hj Jalaldin was appointed as the DPP for the State of Perak and then as the Senior Assistant Registrar to the High Court of Johor Bharu. He was subsequently posted as Senior Assistant Registrar to the High Court Kuala Lumpur in the same year and was performing his duties as a Magistrate in Rawang, Selangor. In 1985, he was appointed as a Senior Federal Counsel with the Attorney General’s Chambers.
 
Dato’ Hj Jalaldin then moved back to the Anti Corruption Agency as a Deputy Prosecuting Officer. In June 1990, he was posted to the Ministry of Home Affairs as Senior Federal Counsel an in 1992, he was posted to the Attorney General’s Chambers as DPP. Thereafter, in 1994, he was appointed a ‘Judge Advocate General’ with the Ministry of Defence. Following that, he was posted as Senior Federal Counsel, with Attorney General’s Chambers in 1998. In the same month, he was posted as Official Assignee and Official Receiver, a position he held until 2000 when he was appointed as Legal Advisor to the S ate of Kelantan. This was followed with an appointment as Director General of Institut Latihan Kehakiman dan Perundangan (ILKAP). In 2005, Dato’ Haji Jalaldin was the Assistant Commissioner with the Legal Advisory Department. In 2006, Dato’ Haji Jalaldin was appointed as the Chairman of Industrial Court Kuala Lumpur till his retirement in August 2014. Dato’ Hj Jalaldin has vast experiences in the field of industrial relations and human resource development and management and has adjudicated on numerous Industrial Court cases. He re-joined the Industrial Court as Task Force Chairman in 2018 and retired on 31 December 2019. On 16 June 2021, he joined MEF as Senior Consultant Industrial Relations.
