MEF: Transfer of National TVET Council Secretariat to MOHR a Key Decision to Make TVET as the main choice of Educational PathwayMonday, 9 January 2023

​PETALING JAYA: The Cabinet meeting on 7th December 2022 decided to transfer the National TVET Council Secretariat (MTVET) to the Ministry of Human Resources (MoHR). The Cabinet decision was in line with the Government's aspiration to make TVET a driver of national progress. MoHR will be placing more focus on making TVET a key choice for Malaysians in their educational pathway. There will be holistic transformation and branding of TVET through the injection of new synergies focused on erasing the "negative stigma" towards TVET. The transformation is expected to inject new look for TVET with greater career opportunities for TVET graduates.

MEF President Datuk Dr Syed Hussain Syed Husman PJN JP said that “MEF is of the view that MoHR is the appropriate Ministry to be in charge of the MTVET as it already has the existing TVET ecosystem. This includes TVET regulatory agencies, training providers, and existing training fund through the Perbadanan Tabung Pendidikan Kemahiran (PTPTK). The cooperation of all TVET stakeholders including the private sector employers is well established under the MoHR which practices the principles of tripartism.”
 
“MOHR is more directly involved with employers and industries. MoHR is the lead Ministry to handle all matters related to administration of Human Resources from housing, safety and health, training, certification and other related matters . MOHR has a direct interest in ensuring that industries have all the support to succeed. MOHR is the custodian of Human Resources matters and therefore the right Ministry to manage TVET to meet the requirements of the labour market.”
 
“The entry requirements to TVET programmes are facilitative rather than hindrance and this should motivate Malaysians especially youths to continuously upskill and reskill under TVET. Continuous upskilling and reskilling are critical to beef up the nation’s efforts in producing and enhancing the percentage of skilled workforce to a level of more than 50% that will assist Malaysia to attract more quality and higher value added investments.”
 
On a related matter Datuk Dr Syed Hussain adds that “It is critical to end the confusion among the public and employers on the current TVET certifications which are accredited by two separate regulatory agencies, namely the Department of Skills Development (JPK) and the Malaysian Qualifications Agency (MQA). MEF fully supports the proposals by the Minister of Human Resources YB Tuan V. Sivakumar that the Malaysian Skills Certification System (SPKM) be used as the country’s single certification for TVET. The SPKM, is based on the National Occupational Skills Standard (NOSS) under the JPK that should be made as the single national TVET certification for all levels of TVET programmes.”
 
“MEF will work closely with MoHR to uplift the image of TVET and mainstream the TVET. There is an urgent need to rebrand TVET and make it as the preferred choice rather than as a last choice. There is also an urgent need to revamp the TVET curriculum so as to ensure that the TVET graduates meet the market requirements and inbuilt within the TVET curriculum to future proof the skills of Malaysia’s workforce.”
