Pn. Julianna Fernandez graduated with a Bachelor of Social Science, majoring in Sociology from University Science Malaysia in 1990. She worked as Counselor/Rehabilitation officer with the Home Ministry for a couple of years whereby she has had multiple on the job training in the field of Counselling.
In 1997 she joined Labour Department under Ministry of Human Resources, serving as Senior Assistant Director of Labour in Penang, Kedah, Sarawak and Kuala Lumpur. She handled the various legislations enforced by the department namely Employment act, Workmen’s Compensation Act, Workers Minimum Standards of Housing and Amenities Act and various other legislations. She also served as a Hearing Officer in the Labour Court.
In 2005 Julianna was transferred to the Industrial Court Penang as Senior Assistant Registrar. Apart from the administrative and legislative duties, she also did mediation whereby she successfully settled some Industrial Relations cases.
2012 saw her back to the Labour Department as the Deputy Director of Labour for Penang, whereby she was involved in both administrative and operational work.
In addition to her official duties, she was also active in the various committees from the different departments under Human Resources Ministry/other Government Ministries.
Julianna’s main role in MEF is to Manage the Northern Region office which serves its members in Penang, Kedah and Perlis. Apart from providing advisory and representation services to member companies on Industrial Relations and Labour court related matters, mainly regarding dismissal cases, constructive dismissal termination, she also serves as a member of the SOCSO (PERKESO) Appellate Board.
