In May 1962, the need for a more structured representation of employers' interests led to the formation of the Malayan Council of Employers' Organisations (MCEO). The Council was comprised of three key employer associations: the Malayan Employers' Consultative Association (MECA), the Malayan Agricultural Producers Association (MAPA), and the Malayan Mining Employers' Association (MMEA). MCEO was officially recognised as the central organisation representing employers in Malaysia and served as a platform for coordinated thinking and consultation on matters affecting employers across various sectors. The formation of MCEO marked an important step towards uniting employers under one umbrella to address the evolving needs of the national economy.
